Vyacheslav Pakulin was a Russian painter born on March 2, 1900, in Rybinsk. He began his artistic education at the Central School of Technical Drawing in Petrograd in 1916, studying under notable teachers such as Alexey Karev and Vladimir Lebedev. His studies continued intermittently until 1922 when he became a student of the painting faculty at VKhUTEMAS. In 1925, Pakulin graduated from the institute, defending his thesis on "Change" (also known as "Heroic Realism").

During the "Circle of Artists" period in 1926, Pakulin played a significant role in the formation of the association and was elected its chairman. Notable works from this period include "Reaper" (1926-1927), "Lady with a Fan," "Woman in a Red Hat" (both 1927), "Woman with Buckets" (1928), "Sailor" (1928), and "Terror" (1929). The association held three exhibitions, with the second exhibition in 1928 at the Russian Museum being particularly significant. In 1932, Pakulin and many other members joined the Leningrad Regional Union of Soviet Artists.

In the 1930s, Pakulin focused mainly on painting landscapes around Leningrad, and he participated in various exhibitions, including the "First Exhibition of Leningrad Artists" at the Russian Museum in 1935. During the war and the blockade, he remained in Leningrad, creating a series of powerful landscapes depicting the city. Vyacheslav Pakulin actively participated in the Leningrad blockade exhibitions and contributed to the exhibition of five artists at the Russian Museum in 1944.

Vyacheslav Pakulin passed away on September 18, 1951, in Leningrad. His artworks can be found in the State Russian Museum, as well as in other museums and private collections in Russia, Ukraine, Germany, the USA, and various other countries.
